Section 1 Supervision authorities
The Norwegian Board of Health has general supervision of health services in the country and shall exercise authority in accordance with that which is laid down in laws and regulations.
The Norwegian Board of Health is led by a director general. The director general is appointed by the King for a fixed term.
There shall be a county medical officer in each county. The county medical officer is delegated authority as “the Norwegian Board of Health in the County” in laws and regulations and is thus directly responsible to the Norwegian Board of Health. In addition the county medical officer is responsible to the county governor. The county medical officer is appointed by the King.
The King may decide that a county medical officer shall have more than one county in his or her district of office. The Norwegian Board of Health may allocate tasks to an individual county medical officer that encompass a larger geographical area than his or her own county.

Section 2 The tasks of the Norwegian Board of Health (centrally) and the Norwegian Board of Health in the counties
The Norwegian Board of Health in the county shall carry out all supervision of health services and all health care personnel in the county and in connection with supervision give advice, guidance and information that contribute to the needs of the population for health services being met.
The Norwegian Board of Health in the county shall keep the Norwegian Board of Health informed about the health conditions in the county and about conditions that influence these.
The Norwegian Board of Health in the county shall inform the Norwegian Board of Health about conditions that require a warning or revocation, voluntary renouncement, or suspension of authorization, licence, certificate of completion of specialist training or the right to prescribe medicinal products or limitation of authorization pursuant to Chapter 11 of the Act of 2 July 1999 No. 64 relating to Health Personnel etc. (The Health Personnel Act).
The Norwegian Board of Health issues administrative reactions to health care personnel pursuant to the provisions in Chapter 11 of the Health Personnel Act.
The Norwegian Board of Health in the counties and the Norwegian Board of Health shall register warning and revocation, voluntary renouncement, or suspension of authorization, licence, certificate of completion of specialist training or the right to prescribe medicinal products or limitation of authorization pursuant to Chapter 11 of the Health Personnel Act.
The Norwegian Board of Health in the counties and the Norwegian Board of Health shall inform the employer of health care personnel of warning, revocation, voluntary renouncement, or suspension of authorization, licence, certificate of completion of specialist training or the right to prescribe medicinal products and limitation of authorization pursuant to Chapter 11 of the Health Personnel Act.

Section 3 The duty to establish an internal control system and supervision that internal control is carried out
Everyone who provides a health service shall establish an internal control system for the activity and ensure that the activity and the services are planned, provided and maintained in accordance with the requirements laid down in or pursuant to laws and regulations.
The Norwegian Board of Health in the county shall ensure that everyone who provides health services has established an internal control system and carries out control with their own activity in such a way that failure in the health services may be prevented.

Section 5 Authority to issue instructions
If an activity in the health services is run in a way that may have adverse effects for patients or other people or in any other way is unfavourable or unacceptable, the Norwegian Board of Health may issue instructions to rectify the conditions.

Section 6 (Repealed by Act of 16 June 1989 No. 86)
Section 7 Specific regulations
The Ministry may issue further provisions for implementation and supplementation of this Act.
Section 8 Entry into force
The present Act shall enter into force from 1 April 1984.
